Carrier ac error f3?

Carrier superiar inverter split ac 1 ton shows F3 error after 3 times blinking it is again starting for every 5min error showing how ever room not getting cool. what does it mean carrier technicians checks all sensors. Finally decided to replace outdoor PCB. is it true. My Ac is One and half year old only

The Carrier F3 error means the outdoor fan motor isn’t running at proper speed. Cooling stops and restarts every few minutes. Before replacing the PCB, check fan motor voltage, connectors, and test with another fan motor.
